These Regulations implement Directive (EU) 2016/1148 of the European Parliament and of The NIS national strategy Information sharing – Northern Ireland.
Whilst it's understandable that GDPR has been getting a lot of airtime recently, it's surprising that there hasn't been as much on this other EU directive.
These requirements apply under the EU Directive on the Security of Network and Information Systems (the " NIS Directive ") (1), which took effect on 9 May 2018, and which was transposed into Irish law by way of the European Union (Measures for a High Common Level of Security of Network and Information Systems) Regulations 2018 (the " 2018 Regulations ") in September of the same year. Current Status Of The NIS Directive. On 7 December 2015, the European Parliament and the Council reached an agreement on the text of the proposed Directive. Following this political agreement, the text will have to be formally approved by the European Parliament and the Council.

The NIS Directive (see EU 2016/1148) is the first piece of EU-wide cybersecurity legislation. The goal is to enhance cybersecurity across the EU. (1) Where a digital service provider has its network and information systems in the State but has its main establishment in one or more member states other than the State or has designated a representative in a member state other than the State for the purposes of the Directive, the competent authority shall co-operate with the competent authority in the other member state in relation to the compliance by the digital service provider with its obligations under the Directive. The Directive on the security of network and information systems (the NIS Directive) was adopted by the European Parliament in July 2016, before being entered into force a month later in August 2016. EU member states now approach 2018’s November deadline which requires that they transpose the Directive into their national laws and identify operators of essential services. The NIS Directive provides legal measures to boost the overall level of network and information system security in the EU. It applies to operators of essential services and RDSPs.
